CHAPTER XII.
Of those who go among the Saracens, and other Infidels.
Any of the Brethren who, moved by the Divine inspiration, desire to go among the Saracens and other infidels, must ask leave from their Provincial Ministers. But the Ministers shall give permission to none but those whom they deem fit to be sent. I command the Ministers under obedience that they ask of our Lord the Pope one of the Cardinals of the Holy Roman Church, who may be the governor, protector, and reformer of this Fraternity, that being always subject and submissive at the feet of the same holy Church, and steadfast in the Catholic Faith, we may observe the poverty and humility of Our Lord Jesus Christ, and the holy Gospel, as we have firmly promised.
